CalFresh Employment & Training

Introduction

States are required to provide employment and training services to CF program participants. CFET is the SNAP corresponding employment and training program in California.

Federal Regulations require certain CF recipients to register for work and participate in approved activities, in order to maintain their eligibility for food assistance. If the recipient is an ABAWD individual without an exemption, their eligibility is limited to 3 months in a 36-month period (considered the 3-month time limit), unless the individual meets the ABAWD work requirements. These requirements can be met by participating in approved employment and training activities like those offered by CFET.

The CFET Program helps individuals receiving CF benefits obtain employment through voluntary participation in the program by assisting household members acquire marketable job skills through training and work experience in order to increase their ability to obtain gainful employment and reduce their reliance on CF benefits.

EWs must inform all work registrants of the availability of the CFET program as one of the ways to satisfy their work requirements. CFET program information must be provided to work registrants through (or a combination of):

At participant’s request, non-exempt work registered adults may also be referred to WIOA employment and training programs, such as work2future Career Center to increase participant’s opportunity to gain marketable skills necessary for gainful employment.

The CFET program information, including work2future Career Center must be provided to work registrants at their initial certification, recertification, or during any required reporting appointment. Once a work registrant has been informed of the availability of the CFET program, the EW must document how and when the information was provided to the work registrant in CalSAWS.

Santa Clara County CFET Programs

The SSA delivers CFET services:

  • Internally at GA VS unit;
  • Externally in partnership with CBO, also known as the CFET Third-Party Partners; and
  • Independent State CFET providers: CEO and the FCCC through the Fresh Success program at Community Colleges.
