NOA Exemptions

A NOA is not required in the following situations:

  • The Eligibility Worker(EW) determines, based on reliable information, that all members of a household have died.
  • The EW determines, based on reliable information, that the household has already moved out of the county. (If the household has not moved yet, but plans to move before the next month's issuance, Refer to Adequate Notice [63-504.267]. Reliable information includes, but is not limited to:
    • A notification from the head of household or AR that the household has moved out of the county.
    • Medi-Cal
    • Another state or county social service agency informs the EW that the client is now living in their jurisdiction and is applying for benefits there.
    • The head of household has previously reported that the household may be moving out of the county and mail sent to the household has now been returned marked “moved, no forwarding address.”
    • The Semi-Annual Eligibility/Status Report (SAR 7) is returned by the AR or someone living at the household's address with a note saying that the household has moved out of the county.
  • The household has been receiving an increased allotment because of restoration of lost benefits, the restoration is complete, and the household was previously notified in writing of when the increased allotment would terminate.
  • The household filed a joint application for PA and CalFresh and:
    • Has been receiving CalFresh pending the approval of the PA grant, and
    • Was advised on the notice of action issued at the time of certification that CalFresh might be reduced or terminated.
  • The household is converted from voluntary repayment to benefit reduction because it failed to repay an IHE or IPV overissuance as required.
  • The household failed to provide verification which was postponed for ES.
  • The household failed to respond to a NEC.
  • The household failed to respond to a “Y” by filing a complete SAR 7 by the extended filing date.
  • If the only change is to the funding source (i.e. from CFAP to Federal CalFresh).
