CF 30 Reminder Notice and Current Waiver
The California Department of Social Services(CDSS) has developed a new SAR 7 Reminder Notice (CF 30) to serve as the required reminder notice for households who fail to turn in a complete SAR 7 form between the 1st and 5th of the submit month.
Important: The CF 30 Reminder Notice requirement is currently waived.
Waiver
Due to implementation challenges identified by counties and CalSAWS, CDSS requested and received approval from the United States Department of Agriculture, Food and Nutrition Service (FNS) to temporarily waive regulations until April 30, 2020, allowing time to identify solutions to programming the new SAR 7 Reminder Notice.
- Following this, CDSS requested and was approved by FNS for an extension of the waiver for a period of five years, effective May 1, 2020, through April 30, 2025.
- An additional extension was granted for a period of five years, effective May 1, 2025, through April 30, 2030.
The waiver allows California to maintain the current practice and to delay the implementation of the new reminder notice, CF 30 until the waiver expires.
FNS has approved the waiver extension contingent upon compliance with the conditions listed below:
- The county will send the combined reminder notice and adequate notice no later than 10 days from the date the report should have been submitted. Both the NA 960X SAR and the NA 960Y SAR serve as a combined reminder notice and adequate notice;
- If an eligible household files a complete SAR 7 during the 10-day period following the date the combined notice is mailed, the CWD must provide it with an opportunity to participate no later than 10 days after its normal issuance date; and
- CDSS will provide the data required for the evaluation of this waiver.
CF 30 Reminder Notice
Households are notified that the specified filing date for the SAR 7 form is the 5th of the submit month. If a household fails to file a complete SAR 7 form between the 1st and 5th of the submit month, the county must send the CF 30 on the 6th day of the submit month. The CF 30 will inform the household that it has 10 days from the date the notice is mailed to file a complete SAR 7 form.
Note: If the 6th day of the submit month falls on a weekend or holiday, the county must send the CF 30 the following business day.
If | Then |
The household responds to the CF 30 with a complete SAR 7 form within 10 days of the date the CF 30 was sent, | the EW must provide the household the opportunity to participate no later than 10 days after the household’s normal issuance date. |
The household fails to respond to the CF 30 with a complete SAR 7 form within 10 days of the date the CF 30 was sent, | the EW must discontinue the household with adequate notice. The NA 960X SAR Notice of Action or the NA 960Y SAR Notice of Action, whichever is appropriate, must be sent. |
Additional Notices and Reminders
The CF 30 cannot be combined with any other notice. The SAR 90 Reminder Letter may be sent any time after the CF 30 is sent as an additional reminder for households.
