Inter-County Transfers (ICT)

At the time of a CalFresh ICT, SNB Program benefits will be transferred along with the household’s CalFresh benefits to the household’s new county of residence.

Overissuance (O/I)

If the County discovers that a household’s SNB benefits amounts were incorrectly issued or the household was not eligible to receive, the County must correct the error to reflect the correct benefit level was moving forward regardless of the cause of the O/I. However, the county cannot establish an O/I claim for the SNB Program that was the result of an AE or IHE.

Counties may only establish and pursue an O/I if the County determines that:

  1. There is clear and convincing evidence the household knowingly misled the County when SNB Program eligibility was determined or re-certified;
  2. The O/I exceeds $400; and
  3. Pursuing such an O/I is cost-effective for the County.

Collection Process

If the County must pursue an O/I and initiate collection, the following procedures must be taken by the County:

  • Establish an agreement with the household for repayment of the O/I.
  • Provide the household a notice of action requesting the repayment of the over-issued SNB Program benefits.
  • The frequency, amount, and form of repayment must be agreed upon by both the County and the household.
  • If the household fails to meet the terms of the agreed-upon repayment agreement, the County shall notify the household that no payment or an insufficient payment was received.
  • Counties cannot collect O/I in the SNB Program through CalFresh allotment.
  • All adult members who were part of the SNB Program at the time the O/I occurred are jointly and individually liable for the repayment.

Aid Paid Pending

SNB Program households can request a state hearing on an adverse action such as O/I; however, aid paid pending cannot be granted. If the hearing decision outcome determines that the County was incorrect in their O/I claim, the County must issue a supplemental payment to correct any loss of benefits.

This form provides overview and general information, provided to the household at initial eligibility determination.

SNB 2. Notice of Approval for the Supplemental Nutrition Benefit Program

This form addresses that SNB households must be informed of SNB approval at initial approval and recertification (if remain eligible).

SNB 3. Notice of Change for the Supplemental Nutrition Benefit Program

This form informs households of any changes. (i.e. change in program funding and allotments are impacted).

SNB 4. Notice of Expiration of Certification for the Supplemental Benefit Program

This form notifies households that SNB will expire and they must complete the CalFresh RC to continue with SNB. Sent with CalFresh NEC.

SNB 5. Notice of Discontinuance for the Supplemental Nutrition Benefit Program

This form informs SNB households of discontinuance of the SNB Program.
