Volunteers who Fail to Cooperate

Any individual who is not required to participate with CalWORKs Employment Services (CWES) may volunteer to participate in Welfare-to-Work (WTW) activities. A volunteer may end participation at any time without losing eligibility for CalWORKs, provided that the volunteer’s status has not become mandatory.
CWES Action
The good cause determination, non-compliance process, or financial sanction process does not apply to any client who volunteers to participate in WTW activities.
De-registration
A voluntary participant who does not comply with CWES must be de-registered from CWES. The participant can volunteer again for Employment Services at any time.
Delayed Sanction
A CWES sanction is applied on a prospective basis. When a sanction is delayed due to CWES communication procedures, the interim period is NOT considered an overpayment. Refer to the Delayed Sanction section of Technical Overpayments.
