Background

The United States Department of Agriculture (USDA), Food and Nutrition Service (FNS) has issued the Federal Fiscal Year (FFY) 2024 CalFresh (CF) Cost of Living Adjustments (COLAs) for the period of October 1, 2023 through September 30, 2024. 

 

This update provides information on the maximum allotments, deduction amounts, maximum resource limits, and income eligibility standards for FFY 2024. It also includes an updated Notice to All CalFresh Recipients (CF 11) that informs CalFresh households of the FFY 2024 COLA. 

Changes

The CF COLA changes are as follows:

 

  • Minimum CalFresh Allotment:

           The minimum allotment remains at $23.

 

  • Allowances and Deductions: 
    1. The maximum shelter deduction for households without an elderly or disabled member increased from $624 to $672.
    2. The homeless shelter deduction increased from $166.81 to $179.66. 
  • Maximum Resource Limits:
    The resource limit for households will remain unchanged at $2,750. The resource limit for households where at least one person is 60 or older or disabled will also remain unchanged at $4,250. 

 

         Reminder:

        The resource limit for elderly or disabled households also serves as the threshold for 
          a s
ubstantial lottery of gambling winnings.

 

  • Income Eligibility Standards
    Income eligibility standards are listed in Chart Book Chapter 2, which includes charts displaying the "Net and Gross Monthly Income Eligibility Standards," "Gross Monthly Income Eligibility Standards for Households Where Elderly/Disabled Are a Separate Household," and "Gross Monthly Income Eligibility Standards for Modified Categorical Eligibility (MCE) Households.

Implementation 

The FFY 2024 CF COLA changes are effective October 1, 2023.

Data Systems

The CalSAWS COLA mass update for all CF cases was processed on the weekend of 8/26/23.  The COLA mass update revised the budgets for CF cases, including Transitional CalFresh (TCF) cases, for the month of October 2023 and future months using the new FFY 2024 CF COLA amounts.  For exceptioned out cases, the COLA value will be updated in the budget when the EW resolves and runs EDBC on the skipped issuance or Yelow Banner cases. 

COLA Notice

The CF 11, "Notice To All CalFresh Recipients," has been revised to reflect the FFY 2024 CF COLA information. The CF 11 informs clients of changes in CF allotments and the deduction amounts.

 

The CF 11 is required to be posted in a visible place in district office lobbies.  The CF 11 must remain visibly posted throughout the months of October and November and be removed by December 31, 2023.  The CF 11 will also be posted on the Santa Clara County website.

 

OMCs

Office Management Coordinators (OMCs) must ensure that the CF 11 is posted in all district office lobbies for the months of October and November 2023 and be removed by December 31, 2023. Laminated and poster-sized copies of the CF 11 will be sent to district office OMCs prior to October 1, 2023. 

Supervisors

EW Supervisors must review the FFY 2024 CF COLA with their units by September 30, 2023.
