Update 25-02: Increase to the Vehicle Value Limit for CalWORKs

Background
State regulations require the CalWORKs program to adjust the maximum vehicle limit in accordance with the U.S. Transportation Consumer Price Index for All Urban Consumers (CPI-U), as published by the U.S. Department of Labor, Bureau of Labor Statistics.
Changes
The Resource and Vehicle Limit topic in Chart Book Chapter 1 CalWORKs and RCA/ECA Charts has been updated to reflect the new maximum non-exempt vehicle value limit of $33,499, effective July 1, 2025. The equity value for each motor vehicle in excess of $33,499 will be counted towards the maximum asset limit for CalWORKs applicants and recipients.
Future increase to the maximum CalWORKs non-exempt vehicle value limit will occur annually on July 1, if there is an increase to the CPI-U.
Documentation
Journal entries must reflect the determination of all assets, including the value of vehicle(s) owned by the household.
Data Systems
CalSAWS will be programmed with this increased value.
Forms
The CW-CF-MC Limits Chart (SCD 2338) will be updated and available on July 1, 2025.
Other Programs
This update also applies to Refugee Cash Assistance (RCA), Entrant Cash Assistance (ECA), and the Trafficking and Crime Victim Assistance Program (TCVAP).
