2021 Historical Foster Care Rates
Effective July 1, 2021, ACLs 21-54 and 21-76 authorized the CNI increase of 2.11% for Foster Care, Kin-GAP and AAP placements.
The HBFC rates below are effective July 1, 2021 for FY 2021-2022.

Non-Minor Dependents (NMDs) Residing in a SILP
Effective July 1, 2021, the 2.11% CNI increase applies to the LOC Basic rate for all NMDs residing in a SLIP placement. SCIs cannot be paid to NMDs residing in a SILP. Parenting NMDs can receive the infant supplement ($900) when residing in a SILP.
Adoption Assistance Rates
AAP cases also receive the 2.11% increase. The information below pertains to the different rate tiers.
Initial AAP agreements signed on or after October 1, 1992 through December 31, 2007 and adoption was finalized before May 27, 2011, will follow 2007 FFH rate structure.
Initial AAP agreements signed on or after January 1, 2008 through May 27, 2011 and the adoption finalized on or before May 27, 2011 will follow the 2008 FFH rate structure.
Initial AAP agreements signed and the adoption finalized on or after May 27, 2011 through December 31, 2016 will follow the statewide rate structure.
Important: Effective 4/1/21, initial AAP agreements signed on or after January 1, 2017 that have been renegotiated and an amended agreement signed on or after April 1, 2021 should be reassessed using the AAP LOC protocol. There should be a reassessment of the LOC rate using the AAP LOC protocol for initial AAP agreements signed on or after April 1, 2021.

Foster Family Agencies (FFAs)
A smaller CNI increase is applied to all FFA age-based placements that occurred prior to November 30, 2017. These cases will remain on the age-based rate until those children/youth exit foster care or a triggering event occurs.

AB 766 Placement Option for Minors between 16-18
Via ACL 18-135, the state announced that Assembly Bill (AB) 766 created a new non-federal placement option for dependent minors (aged 16-18) who are enrolled in a post-secondary education institution and residing in a dormitory or other designated post-secondary educational institution housing.
The rate is equal to a NMD residing in a SLIP. Effective July 1, 2021 this rate is $1,059.

The 2.11% increase applies to THP-NMD rates for Fiscal Year 2021-2022.

ACL 20-121 announces the passing of Assembly Bill (AB) 79 which establishes a Housing Supplement for THP-NMD placements based on the housing costs of the county of residence and if the youth is parenting (custodial) or not parenting (non-custodial). Effective 7/1/21, only CalWIN counties will implement housing supplements. CalSAWS counties will implement 9/1/22.

Wraparound Services Program
Effective July 1, 2012, there is no longer a requirement to subtract the cost of placement for children or youths in FC. Wraparound services are paid at a flat rate of $3500 each month for children or youths in FC, CalWORKs and JPD.
There is no change to the Wraparound rate for Fiscal Year 2021-2022.
California Department of Developmental Services Community Care Facilities Rates
The CCF rates are used by SARC foster care placements and are established by the California Department of Developmental Services. Rates are published on the following website: https://www.dds.ca.gov/rc/vendor-provider/vendorization-process/vendor-rates/.
Effective January 1, 2021, the following rates apply to all California counties. The P&I expenses is $138.
