Update 25-02: Security Measures for EBT In-Person PIN Change Requests

Background

Recent guidance was issued regarding a surge in fraudulent activity, which uses illegal skimming by third-party individuals not affiliated with the benefit recipients to create, clone, or copy Electronic Benefit Transfer (EBT) cards. This continues to be a persistent issue.

Changes

The California Department of Social Services (CDSS) is implementing a new policy to combat the electronic theft of benefits due to fraudulent PIN changes. Effective immediately, as an added security measure, counties will issue a new EBT card when an in-person PIN change is requested and the client's identity is properly verified.

 

Reminder: District offices must not leave PIN machines unattended. PIN machines must be kept behind counters at windows or in an office. After business hours, the machines must be disconnected and locked away.
