Background
Effective January 1, 2025, Assembly Bill (AB) 135 provides cash aid and child care services to CalWORKs families participating in Family Reunification (FR) as part of their reunification plan for up to six months, if all FR eligibility criteria are met.
Changes
The following changes have been made to Common Place Handbook Chapter 12: DFCS/DEBS Common Cases:
- Added Family Reunification Program Overview
- Revised Family Reunification Services Only (AB 429)
- Added Family Reunification Cash Aid and Services (AB 135)
Child Care
Further information regarding child care is forthcoming and once received, the handbook will be updated accordingly.
Other Topics
The other topics in Chapter 12 will be reviewed and updated at a later time.
Data Systems
FR automation was implemented with System Change Request (SCR) CA-233160 in the CalSAWS 24.11 Release.
Notices of Actions (NOAs) and Forms
The following are specifically for FR-AB 135 participants:
- Extension of Cash Aid (M82-812A) NOA
- End of Cash Aid Following Family Reunification Discontinuance - Child Returned to the Home (M82-812B) NOA
- Family Reunification - End of Cash Aid (M82-0812C) NOA
- Welfare To Work Family Reunification Plan (WTW 34 revised 01/24).
The FR NOAs are automated when the EW runs EDBC and authorizes the case. SCR CA-280229 added the FR NOAs and the latest version of WTW 34 (01/24) to the CalSAWS Template Repository for manual generation.
