Background
Under the federal Trafficking and Crime Victims Assistance Program (TCVAP) Santa Clara County provides benefits and services under two non-immigrant visas, T Visa for victims of human trafficking and U Visa for victims of domestic violence and other serious crimes. The Aid Code for a Human Trafficking Victim case is R1 or 1V.
Changes
All cases with aid code R1 and 1V will need to be time studied using PIN 71411 for CalWORKs Employment Services (CWES) activities and all other employment and training services and PIN 07131 will be used for child care services for TCVAP cases. The aid code can be found in the Case Summary page under the CalWORKs Program Block in CalSAWS.
Employment Counselors (EC’s) must review their current caseloads, if an EC identifies a Human Trafficking case with the aid code of R1 or 1V, the EC will then send an email with the case number to A9R (EM) Supervisor, Sengdeuan Sing and CC Anastasia Le and Khorshid Demehri for review. A9R (EM) unit will ensure these cases are referred to the Refugee Employment Services System to complete Orientation and will provide case management and services.
Additional columns have been added to DSR 67575 Report, Caseload Listing for Scheduling CWES Clients to Orientation: CW Aid Code, Citizenship Type, and Country of Passport for proper screening of Human Trafficking Victim cases.
