FC 3/FC 3A

A “Determination of Federal AFDC-FC Eligibility” (FC 3) and the AFDC-FG/U Worksheet (FC 3A) must be on file in every case. AFDC-FG/U linkage information is entered in the Collect Foster Care AFDC Eligibility Detail window. Each tab contains a “worksheet” to be completed and printed for the case folder. They are used for the federal eligibility determination only, and the information is not saved in the system. Retain them in the case folder until IDM is implemented for Foster Care and documents are scanned.

  • When federal eligibility is partially established by the receipt of CalWORKs and a POEM determination, case information in IDM and CalWORKs information in CalWIN for the month of petition must be reviewed and documented, and/or a MEDS screen for the child and the relative from whom removed showing receipt of CalWORKs in another county, must be attached to the FC 3/FC 3A as verification.

 

Reminder: The CalWORKs program uses quarterly reporting and prospective budgeting. The AU must submit a QR 7 once per quarter. Eligibility and benefits for a 3-month period must be based on reasonably anticipated income (earned and unearned) reported by the client on the QR 7. The child may not be eligible for Foster Care because they received CalWORKs in the month of petition. Foster Care EW must determine the actual income received in the month of petition, which may not be the income used in the payment month.

 

  • Form letter “Information Regarding Foster Care Eligibility” (SC 1533), commonly referred to as the “parent letter”, must be attached to the FC 3/3A whenever this form is returned to the EW with information. If it is returned as undeliverable, file it in the case. If the SC 1533 is not completed and returned, other valid verification is required to establish federal eligibility.
