14.0 - Non-Relative Placements

Determine Federal/State eligibility using an FC 3.

14.1 Eligible for AFDC-FC

If placement is with foster parents, AFDC-FC is to be paid using the appropriate aid type, if the child is otherwise eligible.

14.2 Ineligible for AFDC-FC

14.2.1 Dependent

If placement is with non-related foster parents, but the child is ineligible for AFDC-FC, County funds are paid at the AFDC-FC rate with a Director's Exception. Refer to Child Ineligible - County Only Funding.

14.2.2 Ward

When a Ward of the Court [W&I Code 602] is found ineligible, the EW shall IMMEDIATELY:

Notify the JPD officer by telephone.
Send a copy of the Notice of Action, or a memo denying aid, to the PO's supervisor.
