Incoming and Outgoing ICPC Requests

Incoming Intake ICPC Request

The following process for an Incoming Intake ICPC Request for both federal and non-federally eligible children:

  1. DFCS ICPC Coordinator
    1. Sends ICPC application packet to FC Clerical.
  2. FC Clerical
    1. Receives packet.
    2. Completes application registration.
    3. Forwards packet to Intake.
  3. FC Intake
    1. Reviews
      1. ICPC 100A
      2. ICPC 100B
      3. MC 250
      4. MC 13 (when applicable)
    2. Approves ICPC Medi-Cal application for federal cases only.
    3. Performs BLO for federal FC out-of-state (aid code 46).
      1. Note: Incoming non-federally eligible cases are not eligible for Medi-Cal. The ICPC Coordinator must verify the sending state is providing Medicaid to this population.

    4. Informs the ICPC Coordinator that Medi-Cal is active.
    5. Documents all actions in a CalSAWS journal entry.
    6. Forwards NOA approval to ICPC Coordinator.
    7. Forwards case to FC Control Clerk for case assignment.

Outgoing ICPC Request for Continuing FC EWs

The following Process for Outgoing ICPC Request

  1. FC EW
    1. Completes SCD 692 and returns a copy to the assigned SW.
    2. Checks EW Tools for rate.
    3. Completes an SCD 2213 and forwards to FCE MA when rate is not available.
    4. If Federal 
      1. Verifies ICPC 100A and ICPC 100B.
        1. The relative must complete the following form: SCD 1383.
      2. Verifies rate.
      3. Verifies FC placement meets the state’s requirements.
      4. Updates the appropriate CalSAWS pages.
      5. Forwards documents to the state’s ICPC coordinator.
    5. If State
      1. Verifies ICPC 100A and 100B.
        1. The relative must complete the following form: SCD 1383.
      2. Verifies rate.
      3. Verifies FC placements meets the state’s requirements.
      4. Updates the appropriate CalSAWS windows.
      5. Clears MEDS/CalSAWS alerts.
      6. Completes SCD 1296 entering MEDS code “99” in the Residence field and forwards request to MTO.
      7. Forwards documents to the state’s ICPC coordinator.
