Intensive Services Foster Care
The ISFC program (formerly known as Intensive Treatment Foster Care) provides an alternative to group home (level 12 -14) placements for children with emotional and behavioral needs. ISFC does this by placing children in specialized FFA homes to receive intensive therapeutic and behavior-management services.
Under the direction of CCR, AB 403 was enacted to reform placement and treatment options for youth in foster care. What was once called ITFC converted to the ISFC model which became effective December 1, 2017. AB 403 also introduced the LOC rate structure and the LOCP.
ISFC Referrals and the Interagency Placement Committee (IPC)
ISFC referrals are received by the IPC to determine if an ISFC is an appropriate placement for a FC child/youth. If IPC approves the referral, the EW must receive the following in order to process:
- “Foster Child’s Data Record and AFDC-FC Certification” form (SOC 158A),
- “Level of Care Digital Scoring Form” (SOC 500),
The following documents are not required to be in the eligibility file but may be sent to FCE.
- “ITFC/EITFC Referral” form (SCZ 688) and
- “ISFC/ITFC/EITFC Rate” form (SCZ 685).
The child/youth will remain in the ISFC placement until a triggering event occurs that requires a reassessment of the child’s needs. This is a departure from the previous process of only allowing an ISFC placement for only six months at a time.
Providers
The DFCS has opted to only use FFAs as ISFC providers and the rate type is referred to as “FFA-based ISFC.” The FFA is paid the ISFC rate and in turn, the FFA pays the Resource Family (RF). This portion is referred to as the “Family Only Rate“.
Important: Workers will not issue an ISFC payment to a non-FFA resource family.

- Rebekah Children’s Services
Note: ISFC in other counties can be used as long as a signed authorization is approved.
