ISFC Contracted Programs
In 2021, the Department of Family and Children's Services (DFCS) created a specialized ISFC Plus (ISFC+) or Short Term Residential Therapeutic Program - ISFC Plus (STRTP-ISFC+) program contracted to Seneca, Pacific Clinics (formerly known as Uplift) and Rebekah Children's Services (RCS). ISFC Plus combines elements of ISFC and STRTP services.
Important: As with traditional ISFC placements, proration may be necessary depending on the start and end dates of the placement.

Seneca
- Rate: ISFC-FFA
- Clothing: Not eligible
- SOC 158A: Will state “ISFC/FFA” and Line O will indicate “STRTP-ISFC+”
- SOC 500: In Section C the rate will state “ISFC” and the ISFC Indicator will be set to “ISFC-STRTP”
Payment Process:
- To issue the monthly ISFC payment in CalSAWS, EWs will use "ISFC-FFA" as the Type of Placement and LOC ISFC as the Level of Care in the Rate Detail page within the Child Placement Detail page.
- Invoices—Workers will validate information for accuracy upon invoice and make adjustments as needed. If there are discrepancies, workers should contact the assigned Social Worker (SW) or Probation Officer (PO).
- The Office of Contracts Management (OCM) and Accounts Payable will coordinate the issuance of the remainder between the STRTP and ISFC rates. The EW is only responsible for issuing the ISFC payment.
Pacific Clinics (formerly Uplift)
- Rate: STRTP split with ISFC-FFA
- Clothing: Not eligible
- SOC 158A: Will state “ISFC/FFA” and Line O will indicate “STRTP-ISFC+”
- SOC 500: In Section C the rate will state “ISFC” and the ISFC Indicator will be set to “ISFC-STRTP”
Payment Process:
- To generate the monthly ISFC payment in CalSAWS, EWs will use "ISFC-FFA" as the Type of Placement and "LOC ISFC" as the Level of Care in the Rate Detail page within the Child Placement Detail page.

Historical Reference
The following contracted programs were discontinued in or around 2022. The information provided below is strictly for historical reference.
The Department of Family and Children's Services (DFCS has created four specialized ISFC programs contracted to Seneca, Pacific Clinics - formerlyUplift and Rebekah Children's Home of California (RCS). These specialized placements differ from traditional ISFC placements:
- Payment Issuance and Invoices- Providers will send payment invoices for these specialized placements. Some invoices will be received monthly while others may be received every three months. Workers may schedule ongoing payments in CalSAWS but must also validate invoices for accuracy including days of attendance and make adjustments as needed. If there are any discrepancies, workers should contact the assigned Social Worker (SW) or Probation Officer (PO).
- Rates - Two of the four program types have the same rate (ISFC rate). While the other two programs have higher rates.

21.3.1 ISFC-Transitional Foster Home (ISFC-TFH)
- Rate: Static Criteria (Current ISFC-FFA)
- Provider: Seneca
- Clothing: Not eligible
- SOC 158A: Line O will state “ISFC/TFH and “Static Criteria” or “ISFC”.
- SOC 500: Section A will show “Static Criteria” or “ISFC “and the ISFC Indicator in Section C will be set to “ISFC-TFH”.
Important: If “Static Criteria” is used, workers must follow static criteria directions (including use of special indicator) in FC Chapter 26.6.4.
21.3.2 ISFC-Intensive Therapeutic Foster Care (ISFC-ITFC)
- Rate: Current ISFC-FFA rate
- Provider: Seneca
- Clothing: Not eligible
- SOC 158A: Line O will state “ISFC/ITFC”
- SOC 500: In Section C the rate will state “ISFC” and the ISFC Indicator will be set to “ISFC-ITFC”
21.3.3 ISFC-Enhanced Intensive Therapeutic Foster Care (ISFC-EITFC)
- Rate: Current ISFC-FFA rate
- Provider: Seneca
- Clothing: Not eligible
- SOC 158A: Line O will state “ISFC/EITC”
- SOC 500: In Section C the rate will state “ISFC” and the ISFC indicator will be set to “ISFC-EITFC”.
Note: Behind the scenes Fiscal will issue a supplement payment via SAP. Eligibility Workers will only issue the ISFC-FFA rate.
21.3.4 ISFC Plus (ISFC+) or Short Term Residential Therapeutic Program - ISFC Plus (STRTP-ISFC+)
- Rate: STRTP in split payments
- Providers: Uplift, Rebekah's Children's Services (RCS) and Seneca
- Clothing: Not eligible
- SOC 158A: Will state “ISFC/FFA” and Line O will indicate “STRTP-ISFC+”
- SOC 500: In Section C the rate will state “ISFC” and the ISFC Indicator will be set to “ISFC-STRTP”
- Payment Process: EWs will schedule monthly issuance of the current ISFC-FFA rate in CalSAWS. Upon receipt of invoice, the worker will issue the difference between the STRTP rate and the ISFC-FFA rate via NSDI using the case’s aid code.
