New Wrap Eligible Groups
Effective December 8, 2023, the Department of Family and Children's Services (DFCS) published a Notification indicating the following groups are now eligible to receive Wraparound Services (WS):
- Kinship-Guardianship Assistance Payment Program (Kin-GAP)
- Probate Legal Guardianships
- Non-Related Legal Guardianships
- Voluntary Family Maintenance (VFM) or Voluntary Family Reunification (VFR) case.
There will be up to seven slots designated for this new population throughout the year and services will be provided for six months.
Foster Care Eligibility (FCE) Responsibilities
In 2020, FCE ceased issuing WS payments for Foster Care cases. Now, FCE is only responsible for ensuring that children and youth referred to WS are eligible for, and in, an active Medi-Cal program. This responsibility now extends to cases with open legal guardianship through Kin-GAP or Probate Court and Non-Related Legal Guardianships (NRLGs) and VFM and VFR cases.
Aid Codes
Probate and NRLG cases are aided under Foster Care aid codes for payments and Medi-Cal. Kin-GAP aid codes are used for payment and Medi-Cal. Incoming ICAMA non-federal Kin-GAP cases are not eligible for Medi-Cal. The sending state must provide medical insurance for these children and youth.
Note: FCE continues to issue WS payments for Adoption Assistance Program (AAP) cases.
