Adoption Assistance Program Aid Codes

The following MEDS aid codes are used in the AAP program.

Aid Code	Program
03	Federal For initial AAP agreements completed before the child’s 16th birthday, and the child has been determined Title IV-E eligible, aid code 03 will be used for the entirety of the case. This includes when extending AAP eligibility to age 21.
04	State For initial AAP agreements completed before the child’s 16th birthday, and the child has been determined state/non-fed eligible, aid code 04 will be used for the entirety of the case. This includes when extending AAP eligibility to age 21.
06	Federal Youths receiving federal AAP benefits from outside California but reside in Santa Clara County, under the ICAMA program.
07	Federal For AAP agreements completed on or after the child’s 16th birthday, and if the case meets federal eligibility requirements, aid code 07 will be used for the entirety of the case. This includes when extending AAP eligibility to age 21.
4A	State Youths receiving state AAP benefits outside of California but reside in Santa Clara County under the ICAMA program.
