New Federal Determination

The FC Intake Unit reviews non-federal minor youth 60 days before their 18th birthday. This allows for a JV-469 petition to be filed as they turn 18. Additionally, the unit assesses existing non-federal NMDs aged 18-20 to ensure their cases will meet federal eligibility criteria.

Step Who Action
1 FC Coordinator

Emails a listing of non-federally eligible NMDs to the Intake Supervisor.

2 Clerical

Assigns task to the Intake Eligibility Worker (EW). 

3 Intake EW

Screens the case to ensure it will meet federal eligibility requirements.

    If the case... Then the Intake EW...
    Meets federal requirements,
  • Sends the “NMD Federal Screening Email” (located in the EW Tools Folder) to the SW, County Counsel, the DFCS Placement Tracking Team (PTT), and copies FosterCareDEBSTriage@ssa.sccgov.org.  They are informed that the youth will pass a federal determination and provided with the next steps. 
  • Enters CalSAWS Journal summarizing actions taken.
    Does not meet federal requirements,
  • Sends an email to the SW, County Counsel, and PTT indicating that the youth remains non-federally eligible and no further action is required.
  • Enters CalSAWS Journal summarizing actions taken.    
4 Social Worker
  • Receives an EW email indicating that the youth meets federal eligibility.
  • Notifies the youth about the JV- 469 eligibility petition via the SCZ 469 form.
  • Obtains consent from the youth to file the JV-469 petition via a new SOC 163 form.
  • Sends a copy of the completed SOC 163 to County Counsel and  FosterCareDEBSTriage@ssa.sccgov.org.
5 County Counsel
  • Receives the new SOC 163 form.
  • Issues appropriate notification to the youth's attorney.
  • Consults with the assigned SW to coordinate prerequisite tasks.
  • Prepares JV-469 petition and the.JV-471 findings.
  • Forwards the JV-471 to SW.

After the court grants the petition

  • Forwards the Reentry Findings and Orders (JV-471) to FCE at FosterCareDEBSTriage@ssa.sccgov.org. 

          The subject line will state “Fed Screening.” 

          The CC line will include the assigned Intake EW and SW.

6 Social Worker

Emails the newly completed SOC 162, FC2NM forms to FosterCareDEBSTriage@ssa.sccgov.org inbox. 

The subject line will state "Fed Screening."

 The CC line will include the assigned Intake EW and County Counsel.

7 Intake EW
  • Receives the SOC 162 and FC2 NM forms.
  • Processes the re-entry EFC application and aid code change per the existing workflow.

NOTE: Since there cannot be a break in aid, the effective payment begin date is the date of the JV-469 petition as validated by the JV 471. This means there may be two different aid codes for payments in the same month.

  • Adds Case Flag “22-72 New Fed” for tracking purposes in CalSAWS..
  • Sends Fiscal Claiming an email informing them of the aid code change with the following information:
  • Case name and number,
  • Date of aid code change, and
  • Reason for change (reentry).
  • Sends an email to the SW informing them of the new aid code payment begin date.
  • Enters a CalSAWS Journal summarizing actions taken.
