Process an Emergency Assistance Request

EA funding is intended to resolve emergencies and only allows for short term placements that cannot exceed 120 days (EA for relatives is limited to 30 days). The EA period is considered an episode. There is no re-evaluation for this program, the child must either return home or enter court dependency or juvenile wardship. All EA applications must be processed within 30 days from the date the EA 1 application is signed by the SW.

1. SW/PO
   1. SW scans and saves EA 1 in the EW Tools Folder or sends the EA 1 to FC Clerk.
   2. Sends all other intake documents to FC Clerk.
2. FC Clerk 
   1. Receives intake packet.
   2. Assigns task for Triage to process EA.
3. Triage FC EW
   1. Reviews the EA 1.
   2. Checks CWS/CMS, CalSAWS and MEDS to obtain any missing information.
   3. Contacts SW for any missing or conflicting information.
   4. Determines if all required signatures are present.

      1. Note: The parent’s signature is not required.

   5. Follows the Escalation Process when unable to obtain missing information.
   6. Enters information to ACE database to determine if there is a prior EA record.
      1. Approve EA If no previous episode in the past 12 months. Then
         1. Authorizes EA by completing the Eligibility Section of the EA 1.
         2. Makes necessary CalSAWS entries.
         3. Makes necessary entries in ACEM.
         4. Places EA 1 in the FC case folder to be imaged after intake processing.

            1. Note: If child’s Social Security card has not been received, uses child’s pseudo. In this scenario the EA payment is left in ‘pending’ status in ACE but the payment in CalWIN is still processed. EA will be authorized in ACE when child’s SS card is received.

      2. Deny EA if previous episode within the past 12 months, then
         1. Enter the denial date and the denial reason on the eligibility section of the EA 1.
         2. Print MEDS screen.
      3. Deny EA if the risk date is over 30 days from the date SW signs EA 1, then enter the denial date and the denial reason on the eligibility section of the EA 1.
      4. Deny EA if the EA 1 is signed by SW/parents within 30 days from risk date but the EA 1 is not submitted to FCE within 30 days from the SW/parent signature date, then  enter the denial date and the denial reason on the eligibility section of the EA 1. Adds Denial reason on the EA 1.

         1. Note: ACE is not completed for denials.
