FFPSA and STRTP


Effective October 1, 2021, the Families First Prevention Services Act (FFPSA) Part IV imposed new requirements for residential facility placements. These requirements apply for both federal and state-eligible cases. The ‘clock’ for the the new requirements begins to run effectively the date of placement.  Usually, the FC EW can expect to receive the SOC 158, the approved STRTP Referral form (SCZ 60) and the QI Assessment at the time of placement. However, if those documents are not received, the placement and payments will continue.

 

1. The DFCS STRTP Coordinator or the JPD Placement Supervisor sends the STRTP placement SOC 158A, approved STRTP referral (SCZ 60), and QI Assessment to the FosterCareProcessing inbox or the assigned EW.

2.

A. The FC EW validates whether the STRTP has accreditation.

B. Checks if the QI Assessment date is within 30 days of the placement date. If it is not received within 30 days of placement, contacts the STRTP Coordinator or the JPD Placement Supervisor. 
C. Enters new STRTP placement in CalSAWS.
D. Enters QI Assessment details in the QRTP Determination section of the Child Placement Detail page. 
E. Sets case reminder (refer to Chewable Byte 2024-98) to follow up on the Court Approval (JV 239) within 60 days of placement. If it is not received within 60 days of placement, contacts the DFCS Placement STRTP Coordinator or the JPD Placement Supervisor. 
F. Sends all documents to Imaging.

G. Enters Journal summarizing documents received and actions taken.

Important: Payment will continue to be issued using the case aid code with awaiting documents.

 

Sixty Days Later...

3.    The STRTP Coordinator or the JPD Placement Supervisor sends the JV-239 to the FosterCareProcessing inbox or the assigned EW.

Note: If the document(s) are not received by this point, the worker continues the payment using the case aid code.

4.    

A. EW receives and reviews JV 239. The effective date of the JV-239 is the date the judge signed the document (this is usually found at the bottom of page 2).
B. Enters Court Approval information in the QRTP Determination section of the Child Placement Detail page in CalSAWS.
C. Sends all documents to Imaging.
D. Enters Journal summarizing documents, the date received, and actions taken.

Note: If the required documents are not received, payments must continue under the case aid code. 

 

Reminder: After the initial placement is made, there is an additional requirement for subsequent court review to determine the continued necessity for and appropriateness of the placement. For example, for a placement that lasts longer than six months, a subsequent court approval must be made during the status review hearing. This approval does not impact funding and does not have to be entered into CalSAWS. However, the worker must scan this document to Imaging and enter a Journal summarizing the content of the document and the date received.
