STEP WHO ACTION
 1.

DFCS ILP
Coordinator

  • Approves an emancipated Non-Minor for THP+.
  • Forwards STEP TILP to FC Clerical.

FC Clerical
  • Completes ID. For initial STEP TILPs, follows steps 2- 6. For annual STEP TILPS, follows steps 7-8.

Reminder: All initial STEP TILPs should go to Triage for validation. Renewal STEP TILPs should go to Continuing.

If initial STEP TILP... Then...
No FCE case Creates new CPS case and task for triage.
FCE active/closed Creates task under active/closed FCE case for triage.
  • Prints MEDS (if applicable).
  • Assigns task for STEP TILP to triage.

Triage
  • Receives documents.
  • Verifies Non-Minor was court dependent at 18 using CalSAWS , CWS/CMS, or documents provided by DFCS.
  • If Non-Minor was not court dependent in SCC, requests from ILP Coordinator proof of court dependency at 18 years old.
  • Verifies STEP TILP has the appropriate information.
If... Then...
STEP TILP incomplete Contacts ILP Coordinator.
Non-Minor is parenting and infant is in Foster Care
  • Confirms single rate.
  • Contacts ILP Coordinator if the parenting rate is listed to update to single rate.
  • Verifies Medi-Cal coverage.
If... Then...
Active MC out of county

Follows the ICT process if applicable. MC coverage should remain in the county of residency.

Active in auto created MC case in DE02
  • Sends Clerical request to create task for DE02 EW to discontinue MC case.
  • Sends clerical request to register application for MC under the appropriate case.
Active MC in DO
  • If CW active, informs ILP Coordinator and no further action is required.
  • If CF/GA with active MC, or MC only case, informs ILP Coordinator and requests DO EW to terminate MC.  Sends request to clerical to register application for MC under appropriate case.
  • If active on SSI MC aid code, informs ILP Coordinator and no further action is required.
No MC active Sends request to clerical to register application for MC under appropriate case.
 
  • Adds CalSAWS Journals with STEP TILP information to include the following:
    • Effective begin and end date of STEP TILP,
    • Provider name,
    • Rate, and
    • If MC  needs to be active.
  • Triage sends STEP TILP to Imaging.
  • Refers document to FC Clerical for case assignment to activate MC if it is not currently active.

 4.

FC Control Clerk
  • Receives documents.
  • Assigns case to Intake EW to process Medi-Cal.

 5.

 

 

 

Intake EW
  • Receives documents.
  • Updates the appropriate CalSAWS windows.
  • Approves MC  under aid code 4M and/or Foster Care block if applicable.
    • If previously active under DE02, approve MC for future month after discontinuance.
  • Verifies NOAs. Deletes all unnecessary client correspondences.
  • Makes journal entries and summarizes case actions.
  • Check MEDS/CalSAWS alerts.
  • Prepares documents for Imaging.

 6. 

EWS Receives request from Intake to transfer case to FC Control.

 7.

FC Clerical Creates tasks for Continuing EW to evaluate annual STEP TILP.
 8.

Continuing EW

 

 

  • Receives annual STEP TILP and ensures appropriate signatures, effective begin date, and end date.
    • If worker receives initial STEP TILP, request Clerical to forward to Triage for validation.
  • If STEP TILP is incomplete, contacts ILP Coordinator.
  • Adds CalSAWS Journal with STEP TILP information to include the following:
    • Effective begin date and end date of STEP TILP,
    • Provider name,
    • Rate, and
    • MC eligibility.
