Discrepant IEVS Matches

County staff must verify all discrepant IEVS match information by first giving the household the opportunity to verify the discrepancy. Within 45 days of receiving the IEVS match, a Request for Verification (CW 2200) must be sent to the client allowing 10 calendar days to provide the information. If the household fails or refuses to respond to the CW 2200, staff must attempt to contact the income or benefit source. Employers or Third-Party Payroll Sources, such as the Work Number, are considered appropriate sources for verifying IEVS discrepancies.

Resolving the Discrepancy

After staff has mailed out the CW 2200 to the household and the household refuses, fails to respond, or needs help obtaining verification staff must attempt to resolve the discrepancy using a third-party payroll source. When the source provides sufficient verification to resolve the discrepancy, staff must take case action and document. 

Additional Information from Third-Party Payroll Sources

When a third-party payroll source provides information beyond the information requested or reported and indicates the household is over their Income Reporting Threshold (IRT), and therefore missed a mandatory report, staff must first attempt to verify the information with the household. A CW 2200 must be mailed to the household allowing 10 calendar days to clear the discrepancy.

If the household fails or refuses to clear the discrepancy, the staff is to consider the additional information as verified and determine the effect on the household's eligibility. Any overpayment and overissuance must be processed in accordance with program rules for the months the household failed to report income over the household's IRT level. 

Unresolved Discrepancy

When the household fails or refuses to provide information to resolve IEVS match discrepancy and information is unable to be verified using a third-party payroll source,

  • For CalFresh, send a 10 day Notice of Action to the household terminating the household from the program.
  • For CalWORKs,
    • If the household is cooperating, attempt to obtain a sworn statement under penalty of perjury from the household. If the household complies, the sworn statement under penalty of perjury is sufficient.
    • If the household fails or refuses to provide a sworn statement, document the match discrepancy and follow up at the household's next SAR 7 or RRR, whichever is sooner.
    • If at SAR 7 or RRR the household does not comply to resolve the match discrepancy, the SAR 7 or RRR is considered incomplete and benefits must be discontinued.
