Changes

The continuous coverage unwinding period guidance and flexibilities have been incorporated into the handbook. The temporary guidance is to be used for the time period of June 1, 2023, through December 31, 2024. The first eligibility month that a negative action or discontinuance can occur due to renewal processing is July 2023.

 

The following Continuous Coverage Unwinding (CCU) period guidance has been temporarily added to the Medi-Cal handbook: 

  • Medi-Cal Annual Renewals and Changes in Circumstances

  • Exceptions to the No Negative Action Policy

  • Adding A Person to an Existing Case Outside of the Medi-Cal Renewal Period

  • Individuals No Longer in the Home at Renewal

  • Individuals Aging Out of a Medi-Cal Program

  • Use of CalWorks/CalFRESH Report Information

  • MEDS Alert Processing

  • Undeliverable Mail Processing

  • Transitional Medi-Cal

  • Minor Consent

 

The following flexibilities are included in the CCU guidance: 

  • Income Affidavits 

  • Verification of Zero Income or Verification or Income at or Below 100% FPL 

  • Suspension of the Requirement to Apply for Unconditionally available Income

  • Stable Income Waiver

  • Non-MAGI Asset Waiver

  • Asset Verification Program at Renewal

  • Reasonable Explanation

  • Redetermination of Medi-Cal Eligibility when Contact is made with Hard-to-Reach Populations

  • Suspension of the Requirement  of the Receipt of a Signed Medi-Cal Renewal Packet During an Ex Parte Review

  • Suspension of the Requirement to Comply with Medical Support Enforcement

 

 

 

 

 

 

 

Implementation

The CCU guidance begins with the June 1, 2023, Medi-Cal renewal processing.
