Medi-Cal Update 2025-7 Unwinding Guidance Update
Ending of the Continuous Coverage Unwinding Guidance and Flexibilities on June 30, 2025.

Background
The policies related to the Continuous Coverage Unwinding Period were temporarily enacted to increase Medi-Cal program participation by making eligibility more flexible. These unwinding policies were temporary and effective from June 2023 through June 2025.
Changes
All Medi-Cal unwinding guidance policies will no longer be valid in eligibility determinations on applications dated after June 30, 2025, and renewals due after the June 2025 renewal month. Renewals due June 2025 and prior will continue to use the applicable unwinding guidance during their respective 90-day cure period.
The Medi-Cal unwinding guidance will remain online as a reference-only policy until October 31, 2025. On November 1, 2025, the guidance will no longer be available to view.
The following two additional unwinding flexibilities have become permanent policies and can be found in their respective policy topics:
- Ex-Parte review after a Renewal packet is sent,
- Change in Circumstance Redeterminations for hard-to-reach populations.
All current Medi-Cal policies can be found in their respective policy topics.
