Afghan and Iraqi Special Immigrants

Iraqi and Afghan Special Immigrants (SI) who were granted special immigrant status under Section 101(a)(27) of the Immigration and Nationality Act (INA) and who meet all MC eligibility requirements including, but not limited to income, property, California residency and linkage are treated as refugees for MC eligibility purpose. Afghan and Iraqi SI are eligible for full-scope Medi-Cal, to the same extent, and for the same periods of time as refugees. Afghan and Iraqi SIs who are not eligible for full-scope Medi-Cal and meet all RMA eligibility requirements are entitled to twelve months of RMA.

Special Immigrant RMA Period of Eligibility

The period of eligibility for both Afghan and Iraqi SIs is twelve months from the:

  • Date of entry in to the United States, or
  • Date LPR status is granted (for those who are adjusting to SI status in the U.S. from another immigration status such as visitor or student status).

ExampleExample

If an Afghan SI, who arrived in the U.S. on March 1, 2016, applied for RMA on March 1, 2016, he/she would be granted RMA from March 1, 2016 through February 28, 2017, if otherwise eligible. These dates represent twelve months of RMA eligibility beginning on the date of entry in to the U.S. as an Afghan SI.

Documentation Requirements

Confirmation of the individual’s immigration status and date of entry through appropriate documentation is required.
