RMA/EMA Discontinuance
EW staff must complete the Ex Parte process two months prior to the twelve-month RMA expiration date. Under no circumstances should RMA eligibility extend beyond the twelve-month period.
Note: TCVAP aid codes 2V and 4V are not RMA aid codes, they follow RMA program guidelines but may extend beyond the twelve-month period.
If there is not enough information to complete a redetermination, additional information can then be requested from the client via “Medi-Cal Request for Information” (MC 355).
- The two-month advance determination of ongoing MC eligibility is intended to avoid unnecessary breaks in aid.
- RMA beneficiaries are not required to re-submit information that they have already provided.
- If the EW determines that a refugee receiving RMA is not eligible for ongoing MC, the determination does not affect his/her RMA eligibility during the twelve month RMA period unless the refugee no longer meets the RMA requirements.
If ongoing eligibility is not determined, the child qualifies for CEC if still within the 12-month CEC period. If the MC eligibility Redetermination is not completed prior to the end of the twelve-month period of RMA for adults, EWs must place the Refugee in Aid Code “34” until the Redetermination process is completed.
When RMA is discontinued due to the eligibility period ending, evaluate eligibility for the following MC programs:
- MAGI MC
- AFDC/MN
- ABD/MN
- MIA Exception (LTC “53” or pregnancy “86” or “87”)
Reminder: Send a referral to Healthy Kids for children of refugees that are eligible for MC only with a share of cost.
If there is no eligibility for one of these programs, the EW must follow these steps:

Follow these steps:
- Discontinue the RMA effective the last day of the 12th month.
- Send an adequate and timely Notice of Action.
- Refer client(s) to the Valley Medical Center (VMC) for determination of eligibility under other financial programs.
