E-Signatures

Electronic signatures (e-signatures) should be accepted on any forms that must be signed for the Medi-Cal program. 

E-signatures from Medi-Cal applicants, members, or Authorized Representatives initiated or collected by a third party are allowable and have the same effect as the use of a handwritten signature when provided through an acceptable e-signature software program.

Third parties may submit electronically signed forms through BenefitsCal, Covered California, by fax, by mail, or in person. A typed signature collected outside of an e-signature program, even if in cursive font, is not considered a valid e-signature.

This policy does not change current business practices for retaining documents. E-signed Medi-Cal applications and forms should be stored in the case Imaging system in the same manner as other signed forms are stored.

If a form is received where the signature has been typed and not collected through an approved e-signature software program, the worker should document in the case file and contact the applicant, member, or AR to obtain an acceptable handwritten, telephonic, or e-signature.

The following approved software companies may be used when obtaining e-signatures on Medi-Cal forms:

  • Adobe Sign
  • Clio Draft (formerly Lawyaw)
  • DocuSign
  • Nitro
  • PandaDoc
