CIN
Client Index Number. This data element identifies a permanent and unique Client Index Number (CIN) assigned to every Health Services recipient via the daily MEDS batch update process. Once assigned, the CIN never changes, even when a later change is made to the MEDS-ID (from Pseudo to SSN).
CIN is a nine-character number that is assigned by the Statewide Client Index (SCI). The first character is a pre-defined digit. The next seven characters are sequentially assigned numbers. The last character is a letter taken from a selected group of valid letters (e.g, A, B, C, D, E, etc.).
The CIN is displayed on various MEDS screens (e.g. INQM, INQD, INQE, etc.) and is being used by various statewide applications and other county systems (e.g, SFIS, WDTIP, LEADER, ISAWS, CalHEERS, etc.).
When MEDS records are combined, the Master file always uses the MEDS-ID associated with the most current CIN. The older CIN becomes frozen. The frozen CIN can be viewed from INXX screen
