CITIZENSHIP-DOC-NUMBER
Citizenship Document Number. This Data Element identifies the unique client specific number from the document that was used as evidence of citizenship.
For California birth certificates, this is the Local Registration Number (LRN) that usually appears on the upper right hand corner of the certificate. The LRN, as recorded in the State Vital Records Database, consists of 13 digits. Not all birth certificates issued by the Local Registrar’s office contain the complete LRN. However, if a birth record match is requested and a match is found, the complete LRN would always be populated in this field. The LRN contains the following:

Example: The LRN for a child born in Santa Clara County with a date of birth of 12/3/1992 would appear on the Citizenship-Doc-Number field as 1199243XXXXXX.
For all other citizenship documents (e.g., out-of-state birth certificates, Certification of Birth, etc.), this field includes the unique client specific number from the document. If there is no unique client specific number on the document, leave the Doc # field on the Citizenship Status Detail page blank. For online entries, enter 'NONE' on the AP19 screen.
A citizenship document number is not required when the citizenship document type indicates a birth record match request (BR), an affidavit (7W), an exempt status (begins with an 8), or the applicant is unable to obtain the required documentation (begins with a 9). When any other citizenship document type is reported, the citizenship document number must also be reported on the transaction.
