GOVT-RESP

Governmental Responsibility Code. This one-digit numeric code identifies which government agency is responsible for the recipient’s record. It is also used to determine what type of updates are allowed for a record.

County Responsibility - Active Medi-Cal eligibility.

Any CDB transaction generated by the EW to update name, DOB or sex will REJECT, since the record has active Medi-Cal eligibility. To change the name, DOB or sex on a CDB record, a MEDS transaction must be generated instead.

Federal Responsibility - Eligible for Medi-Cal under SSI/SSP or Craig.

No CDB transaction is allowed. EWs may update Medi-Cal eligibility information for any current or prior month that does NOT show federal program eligibility on MEDS, as long as the transaction does not attempt to update recipient information such as name or address. An EW55 (Modify SSI/SSP) transaction may be done via an online transaction by the MTO to correct DOB, Sex, OHC or Address when the recipient complains that the federal information is incorrect.

NOTE: The SSI/SSP or Craig client ensures the correction of name, DOB, Sex, OHC, or Address that must be made in Social Security Administration (SSA) system.

Terminated Federal SSI/SSP or Craig record.

Transactions are allowed if the effective date of the transaction does not overlap with a month in which the recipient was an SSI/SSP or Craig individual. Any CDB transaction generated by the county to update either the name, DOB or sex will REJECT, since the record had historical Medi-Cal eligibility within the last 12 months against which Medi-Cal services may be requested. To change either the name, DOB or sex on a CDB record, a MEDS transaction must be generated instead.

Other than 1, 2, 3 or 9. May have Calfresh, IE/RR, CCS, or GHPP.

No current, pending or historical Medi-Cal eligibility within the last 12 months. There are no update restrictions to this record. Any CDB transaction generated by the county to update either the name, DOB, SSN or sex will be accepted, provided all required data elements are sent in the transaction.

MEDS frozen record.

No new eligibility may be established on the record. This record is chained to another record, and any current or future month changes must be generated to the other record. Changes to history eligibility information are limited to: a Share-of-Cost Obligation (SOCO) transaction may be entered for an established SOC recipient and Immediate Need Medi-Cal benefits may be confirmed.
