Background
When MCIEP coverage is approved and submitted to MEDS record, an EW32 Transaction is also required (if not already submitted) to accurately track the incarceration period and to suspend Medi-Cal benefits. Effective January 1, 2023, to ensure Medi-Cal enrolled individuals who are incarcerated for a short period of time can seamlessly access services, Counties are to suspend Medi-Cal benefits only after an individual has been incarcerated for more than 28 days. EW32 Transaction also results in recouping capitation paid during full months of incarceration. If the EW32 Transaction is not submitted, capitation may not be recouped, and Medi-Cal benefits are not suspended. This can result in claims potentially being paid under an incorrect aid code.
Changes
To ensure the system aligns with policy, the title of MEDS alerts 9598 and 9600 is updated to the following:
- 9598 ACTIVE MCIEP - EVALUATE FOR SUSPENSION (EW32) - URGENT
- 9600 ACTIVE STATE MCIEP - EVALUATE FOR SUSPENSION REQUEST (EW32) - URGENT
MEDS Handbook Chapter 11 has been updated to reflect this change.
