Background
CalSAWS does not have the same referral functionality as CalWIN and is only set up to send fraud referrals. This mainly impacts CalWORKs Employment Services (CWES), General Assistance (GA), and Vocational Services (VS) staff who refer clients to various internal and external providers daily.
TSS has created the DEBS Referral Application to allow client referrals to be sent outside of CalSAWS. This new referral app will also replace the GA Shelter Referral Database.
Instructions
Employment Counselors (EC) and Eligibility Workers (EW) will begin using the DEBS Referral Application effective 2/27/2023 for all referrals (fraud referrals excluded). It is accessible through web address: DEBS Refer (sccgov.org) and will also be available as an SSA Apps IconSSA Apps Icon.

Note: The guide demonstrates how to use the referral app in general and must be used in conjunction with the policy and process information related to each referral type.
Implementation
Referrals will continue through CalWIN and the GA Shelter Referral Database until the blackout period begins on 2/23/23 at 5pm.
Effective 2/27/23 staff will begin utilizing the DEBS Referral Application. The DEBS Referral Application will replace both CalWIN referrals and referrals through the GA Shelter Referral Database. Fraud referrals will be available through CalSAWS beginning 2/27/23.
