QA Unit - CalFresh CARMA Review Assignments

The following information is included to determine how QA CalFresh CARMA case reviews are assigned to district office EWs, and are subject to change as needed.

If the review is a: Assign the CATR Review to:
Desk/ Re-Review active case with/without errors Current assigned worker
Desk/ Re-Review active case in control without errors Last worker who took action
Desk/ Re-Review active case in control with errors
  • Last worker who took action
  • Request current office control clerk to reassign case back to prior EW
Negative Review closed case with/without errors
OR
Negative Review rescinded/restored case and the error(s) were corrected
OR
Negative Review rescinded/restored case without errors
  • Worker who took the negative action (if remains in the same office), OR
  • If the worker is no longer in that office and case is in control, see CARMA Review Contact Sheet (QA Lead).
Negative Review closed case and denial was run by CalSAWS (Case was not touched by a worker)
  • Leave the case in control, and
  • Follow steps below.

 

If completing a: Then:
Desk review without error
  • Enter review in CARMA
Desk Review with error
  • Enter review in CARMA
  • Note: if the case is in control, please contact current office control clerk to reassign case back to prior EW. See the individual/email indicated on the ‘CARMA Review Contact Sheet’ requesting case assignment. The EE may enter the case review in CARMA and leave  the review in EE Pending Status until the EE receives the case assigned from the district office contact person and then submit the review in CARMA.

Desk/ Re-Review missing mandatory forms or verifications
  • Enter review in CARMA - cite errors imaging errors in CARMA.
  • Note: If the EW has the missing verification or form at their desk, request EW to submit to CalSAWS Imaging ASAP to invalidate the error (EE will need to check box  Invalid and submit button to invalidate after verifying the document or form has been imaged. 

  • If the EW does not have the verification or form already completed/ at their desk, this will be cited in CARMA and counted as an error.
Desk Review with error and case was recently Mass Transferred to EW
  • Cite any errors in CARMA and assign to the EW
  • If the case was Mass Transferred to the EW within the last 20 days of the case being transferred to that EW#:
    • If EW makes corrections and sends EE a screenshot of the Mass Transfer case comment, then the EE may invalidate the error from CARMA.
    • If the EW does not make the corrections to the case within 20 days of Mass Transfer, the error will stay with that EW.

QA Unit - CalFresh RTF-Negative CATR Reviews

The following process applies to RTF-Negative Reviews that are created by the QA Unit. Both denials and discontinuances will be reviewed throughout the entire month. QA will still perform a CAPER review, even if the CalFresh case has been rescinded/ restored.

If the case has been rescinded and QA finds that additional corrections are still needed, QA will follow enter the error in CARMA for to the EW where the case currently resides.

If completing a: Then:
RTF-Negatives that have been rescinded without error
  • Enter in CARMA as ‘No Error’
RTF-Negatives that have been rescinded with error
  • Enter into CARMA- cite errors with standardized comments (copy and paste into the CARMA comments) with the due date. 
  • Supervisor, lead or clerical will close any of these reviews if no response is returned by the supervisor
RTF-Negatives that have been rescinded with error(s) that need correction
  • Enter into CARMA and cite errors. 
  • Delete “This review is for informational purposes only” from the Standardized Comment, OR
  • Add comment under resolvable errors that FYI comment pertains
  • Follow up only on error elements that affect the active case record. 

RTF-Negative Review Standardized Comments 

These Standardized Comments will be copied and pasted by the QA EE into the CARMA Comments section when completing RTF-Negative reviews that contain the criteria noted above:

“This review is for informational purposes only. QA is following the Case and Procedural Error Rate QC Review Guidelines. Although this case is rescinded, the errors cited above would be cited should the case be reviewed by State QC. Pls discuss the prevention of these errors with your staff so that we may minimize any future citations from the State. Pls submit this review in CARMA to acknowledge that you have reviewed this error. Thank you for your contribution to reducing the negative error rate.”

Standardized comment for CONTINUING Negative Reviews

“This review is for informational purposes only. QA is following the Case and Procedural Error Rate QC Review Guidelines. Although this case is rescinded, the errors cited above would be cited should the case be reviewed by State QC. Pls discuss the prevention of these errors with your staff so that we may minimize any future citations from the State. Pls submit this review in CARMA to acknowledge that you have reviewed this error. Thank you for your contribution to reducing the negative error rate.”

Standardized comment for INTAKE Negative Reviews

“This review is for informational purposes only. QA is following the Case and Procedural Error Rate QC Review Guidelines. The errors cited above would be cited should the case be reviewed by State QC. Pls discuss the prevention of these errors with your staff so that we may minimize any future citations from the State. Pls submit this review in CARMA to acknowledge that you have reviewed this error. Thank you for your contribution to reducing the negative error rate.”

QA Unit - Errors on “No Show” Cases

Cases that are denied in CalSAWS automatically for “no show” and have errors (i.e. no appointment letter, incorrect dates on NOMI) will be cited and the following process will be followed. This only applies to cases were the negative action was not taken by an EW.

If completing a: Then:
RTF – Negatives that was a “No Show” run automatically by CalSAWS without errors
  • Change worker # to office dummy number (QA Lead maintains this list).
  • Enter in CARMA as “no error”
RTF – Negatives that was a “No Show” run automatically by CalSAWS with errors
  • Change worker # to office dummy number (QA Lead maintains this list).
  • Enter into CARMA – cite errors using CARMA error elements.
  • Submit the review in CARMA
  • Clerical will close any these reviews
