Eligibility Review Checklist

To complete the application interview and clear eligibility, the EW must review the CF 285 or SAWS 1 and/or SAWS 2 Plus with the applicant, item by item, looking for the following factors:

  1. Household composition and separate household status.

    1. Check for:
      1. Who customarily purchases and prepares meals together
        1. Blood or marital relationship
        2. Elderly or disabled persons
        3. Minor children
        4. CalFresh Student
  2. ES eligibility
    1. Does the household:
      1. Meet the definition of a “destitute” migrant or seasonal farmworker with liquid resources of $100 or less
      2. Have monthly rent/mortgage and utilities expenses that exceed its combined gross monthly income and liquid resources
      3. Have less than $150 monthly gross income AND $100 or less in resources
  3. CE vs. NA household status
  4. Semi-Annual household status
  5. Citizenship or non-citizen status
    1. Have non-citizen registration cards been viewed, and are copies on file?
    2. Do the legal non-citizens meet any of the qualifying exceptions?
    3. If any non-citizens are undocumented, have they been informed that USCIS must be notified if they 
    4. wish to participate?
    5. Was SAVE explained?
    6. Are any non-citizens sponsored?
  6. Residency
  7. Verbal and written comprehensive work rules, or exemptions
  8. Financial status of all household members
  9. Resources
  10. Is this an initial application? Should benefits be prorated?
  11. Disqualifications or sanctions, including voluntary quit, SSN, work registration, or IPV. If there is a disqualification or sanction:
    1. Does it make the household/individual ineligible (e.g., work registration)?
    2. Does it make the household ineligible for Categorical Eligibility?
    3. What is the appropriate penalty period?
  12. Members over 60 or disabled?
    1. Did the household complete the Medical Expenses section of CF 285 or SAWS 2 Plus?
    2. Are the medical expenses allowable deductions?

  13. EXPLAIN RIGHTS AND RESPONSIBILITIES THOROUGHLY TO THE APPLICANT.
