CE HH Determination

Use the following chart to determine whether a HH may be considered CE. Refer to PA HH Definition 63-504.121. 

HH is CE if it includes ONLY those persons listed in the column below:

HH is CE if it includes ONLY those persons listed in the column below: HH is not CE if it includes even ONE of the persons/HHs listed in the column below:

CalWORKs recipients

  • Including Immediate Need only recipients

GA recipients

Native TANF recipients

The following excluded persons:

  • SSI recipients
  • Ineligible students
  • Ineligible ABAWDs
  • Ineligible noncitizens
  • SSN disqualified persons
  • Anyone who is disqualified from CalFresh for failure to comply with work requirements

Residents of an institution who are otherwise eligible for CalFresh, including residents of a:

  • Battered women's shelter
  • Drug or alcohol rehabilitation center
  • Home for the elderly or the disabled.
  • Anyone disqualified for CalFresh due to an IPV
  • Disqualified drug felon
  • Fleeing felon
  • GA HH refuses to cooperate in providing information for eligibility determination or review
  • CFAP recipient
  • RCA/ECA recipient
  • CAPI recipient
  • State AAP recipient
  • CalWORKs Reunification services recipient
  • Anyone who is sanctioned by CalWORKs for failure to comply with a work requirement, who remains CalFresh eligible due to qualifying for a CalFresh work exemption (e.g. child under six, working 30 hours per week, etc.)
  • Household in which an adult has timed off of federal TANF and the state CalWORKs program.
  • GA striker (as defined in 63-402.8)
  • GA client who knowingly transfers resources to qualify for CalFresh

When a household applies for cash aid and CalFresh at the same time, CE status depends on the cash approval date. Use the chart below to determine whether a household is considered CE in the application month.

CalWORKS CalWORKs is approved before or at the same time as CalFresh; or
CalWORKs is approved within 30 days after the date of application for cash/CalFresh.
CalFresh are approved before CalWORKs is approved. (Issuance of presumptive CalWORKs is not considered approval of cash aid); or
CalWORKs is approved more than 30 days after the date of application for cash/CalFresh.
GA GA is approved before or at the same time as CalFresh. CalFresh are approved before GA is approved.

Eligibility Factors Waived

Cash aid eligibility and verification fulfill some of the CalFresh eligibility factors for CE households. Follow the chart below to determine which CalFresh eligibility requirements are waived for a PA or GA CE household.

Sponsored Noncitizen Information

Waived

Waived, except information needed to determine benefit level. Obtain:

  • Verification of gross income of the sponsor and spouse.
  • Number of persons in the SPONSOR'S CalFresh HH.
  • The total number of noncitizens sponsored by this sponsor who also receive CalFresh.

Overissuances

An overissuance claim shall not be filed against a CE household unless the overissuance is due to a change in:

  • Net income (based on income or deductions), or
  • Household size, or
  • Failure to provide or apply for a SSN for a GA recipient.

CE household status cannot be rescinded, even if a household is later determined to have been ineligible for PA or GA.
