CFET/Third Party/Community Based Organization (CBO) CalWIN Referral Process

Refer CFET participants to an external CFET provider or work2future Career Center at client’s request. Referrals for GA VS participants to CFET external partners will be made by the VS unit ECs.

1. Assess CalFresh client to determine which CFET provider is appropriate to make a referral. Retain verbal client consent to make that referral.
2. Complete a CFET Third-Party Partner referral through the DEBS Referral Application. See the DEBS Referral Application User Guide and Program Directive 23-03: DEBS Referral Application for reference.
3. Complete a Journal entry in CalSAWS stating that consent was obtained from recipient prior to sending the referral, including the contact information for that individual and the CFET Provider that the Referral was sent.
