Non-Related Legal Guardian (NRLG)

A Non-Related Legal Guardian (NRLG) may have had guardianship established by a Juvenile or Probate Court. For more information on NRLG, refer to the Guardianships topic of Foster Care Handbook Chapter 20: Legal Guardian Placements.

Both needy and non-needy NRLGs are ineligible for CalWORKs since they are not related to the applicant or eligible child. Refer to the Caretaker Relative topic of CalWORKs Handbook Chapter 17: AU Composition.

NRLGs may be eligible for Foster Care benefits. When an NRLG applies for CalWORKs, the EW must deny the CalWORKs application, then follow the steps below to refer the NRLG to the Foster Care Bureau:

  1. Send an email to fostercareprocessing@ssa.sccgov.org with the following:
    1. Subject Line: NRLG Case
    2. Email Body: The client's name and case number
    3. Attachments: CalWORKs application and all client-submitted documents
  2. Document on the Journal Detail page that a referral has been made to the Foster Care Bureau.
