Refugee Programs

RRP and CHEP are federal cash assistance programs for certain refugees. The RRP cash program is called RCA and the CHEP cash program is the ECA Program. 

The rules for RCA are the same as the CalWORKs Program with the following exceptions listed. The rules for the ECA Program are the same as the RCA Program (thus CalWORKs) with the exception regarding their non-citizen status, time-eligibility provisions and Unaccompanied Minors.

In 2007, Senate Bill 1569 was enacted and established a state-funded TCVAP to provide critical support, benefits, and services to victims of human trafficking, domestic violence, and other serious crimes who were not eligible to federally-funded benefits and services due to immigration status and those eligible victims awaiting federal benefits. The rules for the TCVAP program are similar to the RCA and CalWORKs program with the exceptions to the verification of immigration status for trafficking victims.
