Refugee Employment Social Services (RESS)
Central Intake Unit (CIU)
The CIU is funded by the Refugee Employment Social Services to provide intake, assessment, certification, referral, and follow-up to refugee clients. The CIU is co-located at the 1879 Senter Road, CalWORKs Employment Services office:

Employment Services
The goals of Employment Services are to provide vocational training and then place refugees into unsubsidized employment, at the highest skill-level and wage rate possible, and within the shortest time frame possible. Aggressive retention services will be provided to keep the refugees employed. All services are provided within the context of supporting long-term family self-sufficiency.

Non-Cash Referrals
Vendors may request to have refugees not receiving any cash aid enrolled in their Employment Services program. The request may be approved or denied based on the mandatory population being served at the time and availability of funding.
Forms
There are two forms used by the Vendors:
• Request for Certification for Non-Cash Clients (SCD 2525, Vendor/CIU communication form)
• Client Eligibility Self-Certification Form (SCD 2525A, used solely by Vendor)
Process
- Vendor (IRC/JFS)
- Emails the SCD 2525 to CIU to verify whether the refugee is receiving any cash aid.
- CIU
- If the refugee is not in receipt of cash aid, CIU will certify ensuring the refugee is not in receipt of cash aid and will forward the form to ESI
- If the refugee is in receipt of cash aid, CIU will request the RS 2/3 and enroll in Employment Services (stop here).
- ESI
- Will approve or deny the request based on current funding and inform CIU.
- CIU
- Will email completed SCD 2525 to vendor, and add a copy into the S:drive folder-group$(\\sccsvshr509)(S:)>CIU>Non-Cash.
Senior Services
Provides outreach, information referral, case management, ESL, emergency food and housing, legal, immigration and citizenship counseling, transportation, interpretation, weatherization, and energy assistance.
