Background

Notices of Action (NOA) are generated and sent in batch in the client's preferred language in CalSAWS.

Changes

During the recent Refugee Cash Assistance 2023 Case File Review by the California Department of Social Services (CDSS), Refugee Programs Bureau (RPB), it was discovered that only the NOA generated in the client's non-English preferred language was sent to the client.

The policy requires that Social Services Benefits Specialists (SSBSs) send a NOA in English and a translated NOA, or a verbal translation of the NOA, to a refugee at least 10 days before the action is to become effective.

A NOA will continue to be generated and sent in batch in the language selected by the client in CalSAWS. However, in addition, a copy of the NOA must also be sent in English. [Refer to RCA Programs - NOAS, Terminations, and Hearings.]

Implementation

The change in this Update is effective immediately.

Documentation

Journal entries are required when the NOA is translated verbally, including how and who conducted the translation. 

Data Systems

When reviewing the NOA to ensure timeliness and accuracy, when applicable, SSBSs must also click on the expand  (+) sign in the Client Correspondence page on the NOA that was generated. A second NOA (in English) will appear and must be printed manually and mailed to the client. (Refer to JA: Forms and NOAs).
