Supervised Job Search
Based on rules from the USDA Food and Nutrition Services (FNS) and the California Department of Social Services for the CFET program, Supervised Job Search is a component where participants actively look for work with direct oversight by a qualified staff member. The program is designed to increase participants' employability and help them move toward self-sufficiency.
Supervised Job Search component must have the following essential characteristics:
Direct supervision: A qualified staff member, such as a case manager, must actively supervise the participant's activities. The staff member must be able to assign and monitor hours of participation in activities related to Supervised Job Search. Computer software for tracking time does not meet this requirement on its own.
Monthly contact: At a minimum, participants must meet with a qualified staff member at least once per month to review their job search activities and progress. These meetings can occur remotely or in-person.
Approved location: The job search activities must be conducted only in locations approved by the County in the Third-Party Partner's CFET Third-Party Partnership application. The location may also include virtual or telephonic environments.
Tracked activities: The Third-Party Partner staff must track the participant's timing and activities. As a recommendation, level of effort should be comparable to spending approximately 12 hours per month.
Direct link to employment: The activities must have a direct link to increasing the participant's chances of finding a job.
Limited duration: Supervised Job Search is intended to be a time-limited activity and not a continuous, year-round component. If a participant does not find a job, they may be transitioned to another component, such as training or education.
Case management: CFET Third-Party Partners are required to provide case management services to all CFET participants, including those assigned to Supervised Job Search. Case management services include assessments, individualized service plans, and progress monitoring.
Typical activities under Supervised Job Search include, but not limited to:
- Job search training
- Developing resumes and cover letters
- Creating a master application
- Participating in mock interviews
- Making job contacts and applying for positions
- Attending job fairs
ABAWD Rule for Supervised Job Search
A stand-alone Supervised Job Search activity, or one that consists of only job search hours, does not count toward the 80-hour monthly requirement for an ABAWD. Federal rules require participation in a mote substantive work program.
Supervised Job Search can count towards the 80-hour monthly requirement only if they are a minor component of a larger qualifying CFET program. For the hours to count, the time spent on job search activities must be less than half of the total time spent in the combined program. For example, if an ABAWD is in a program for 20 hours per week (80 hours per month), the Supervised Job Search portion cannot exceed 9 hours per week (36 hours per month).
Examples of qualifying CFET programs include any of the allowable CFET components and can be paired with Supervised Job Search to meet the ABAWD work requirements.
