Update 23-08: Increase to the Maximum Aid Payment Levels and to the Federal Fiscal Year 2024 Income Reporting Threshold

Background

On July 10, 2023, the Governor signed Assembly Bill (AB) 120 to increase the Maximum Aid Payment (MAP) levels by 3.6 percent effective October 1, 2023.  Additionally, AB 120 removed the sunset date for the temporary 10 percent MAP increase previously implemented by Senate Bill (SB) 187, thereby making the 10 percent MAP increase permanent.


The California Department of Social Services (CDSS) revised the Income Reporting Threshold (IRT) that triggers the recipient income reporting requirements for Federal Fiscal Year (FFY) 2024.

Changes

The MAP and IRT values will be updated in the Chart Book-CalWORKs and RCA/ECA Charts section and on the CW-CF-MC Limits Chart (SCD 2338).  Refer to the Financial Eligibility section of the CalWORKs Handbook for complete information regarding the IRT informing and reporting responsibilities.
Additionally, the Child MAP charts will be updated to determine if child support received on behalf of a child is greater than the amount of aid the child is eligible for in order to be opted-out of the Assistance Unit (AU).  Refer to the Voluntary Exclusion of Step-Sibling/Half-Sibling-Child MAP section of the CWHB.

Implementation

The MAP, Child MAP and IRT levels are effective 10/1/2023.

Data Systems

The CalSAWS mass update for both the MAP and IRT values were run 08/17/2023.  Both the TEMP 2250 (7/23) informing notice and the Notice of Action (NOA) TM44-315M (7/23) were generated by CalSAWS.

Forms and Notices of Action

The TEMP 2250 (7/23)-State Law Changes the Maximum Aid Payment Levels for Cash Aid Recipients-this form was sent to all active CalWORKs AUs to inform them of the change to the MAP on 8/24/2023.  This informing notice will be added to the Intake Informing Packet temporarily through the end of October 2023.
The TM44-315M (7/23)-NOA Message-Grant Increase/Law Change-this NOA is sent out to cash assistance AUs when the grant will increase due to the MAP increase.

Other Programs

MAP and IRT increases apply to the Refugee Cash Assistance (RCA)/Entrant Cash Assistance (ECA) and Trafficking and Crime Victims Assistance Programs (TCVAP).
CalFresh noticing rules have not changed.  AUs with CalFresh benefits affected by their grant increase will receive a separate notice about their CalFresh benefits. 

Clerical

The Intake Informing Packets must include the TEMP 2250 (7/23) through the end of October 2023.

Supervisors

Supervisors must review the changes in the Update at the next unit meeting.
