Update 25-10: CalWORKs Resource Limit Increases

Background
State regulations require the CalWORKs program to adjust the maximum resource limit in accordance with the California Necessities Index (CNI) for the most recent fiscal year.
Changes
The new maximum resource limit for CalWORKs applicants and recipients will increase to $12,552 or $18,829 for Assistant Units (AUs) that include at least one AU member who is age 60 or older or disabled.
The Resource and Vehicle Limit topic of the Chart Book and the Property Limit topic of the CalWORKs Handbook have been updated.
Data Systems
Effective January 1, 2026, CalSAWS will perform the necessary automation to increase the maximum resource limit for all impacted programs.
Forms
The CW-CF-MC Limits Chart (SCD 2338) will be revised with the new property limits.
Notices of Action
When the AU reports a change in property mid-period, the EW must use the No Change/Mid-Period Report of Property (M44-316C) to notify the AU of their property limit and to inform them that there is no change to their benefit amount.
Other Programs
This update also applies to Refugee Cash Assistance (RCA), Entrant Cash Assistance (ECA), and the Trafficking and Crime Victim Assistance Program (TCVAP).
