2017 Historical Rates
Effective July 1, 2017, ACLs 17-75 and 17-69 authorized the CNI increase of 3.84% for Foster Care, Kin-GAP and AAP placements.
These ACLs also include CCR Phase Two LOC rates which were anticipated to become effective December 1, 2017.

Non-Minor Dependents (NMDs) Residing in a SILP
Effective July 1, 2017, the 3.84% CNI increase applies to the Basic Level Rate (now $923) for all NMDs residing in a SLIP. SCIs cannot be paid to NMDs residing in a SILP. Parenting NMDs can receive the infant supplement ($900) when residing in a SILP.
Adoption Assistance Program (AAP) Rates
Effective July 1, 2017
Initial AAP agreements signed on or after October 1, 1992 through December 31, 2007 and adoption was finalized before May 27, 2011, will follow 2007 FFH rate structure.
Initial AAP agreements signed on or after January 1, 2008 through May 27, 2011 and the adoption finalized on or before May 27, 2011 will follow the 2008 FFH rate structure.
Initial AAP agreements signed and the adoption finalized on or after May 27, 2011 through December 31, 2016 will follow the statewide rate structure.
Note: These agreements may be renegotiated to the statewide Resource Family (RF) Basic Level Rate based on a reassessment of the child’s needs on or after January 1, 2017.
The statewide RF Basic Level Rate, which went into effect 1/1/17, is used for initial AAP agreements signed on or after January 1, 2017. Initial AAP agreements signed on or after December 1, 2017 includes the LOC Basic rate and LOC rates 2 through 4.
Note: Initial AAP agreements signed on or after January 1, 2017 with a RF Basic Level Rate may be renegotiated on or after December 1, 2017 based on reassessment of the child’s needs to LOC 2, 3, or 4.

Short Term Residential Therapeutic Program (STRTP) Rate
The STRTP rate is $12,498.
Group Home (GH) Rates
Effective 7/1/17
Rates are determined by the state and granted an annual increase based on the CNI. A GH is not entitled to the new rate until the state issues the approval. For California GH placements placed out of the state, the rate to be paid is the rate established by the rate-setting authority of the other state. Additionally, out of state GHs cannot exceed the California RCL 14 rate or exceed the rate determined by the rate-setting authority for the state in which the facility is located. The county is responsible for determining if any non-allowable costs are included in the rate and ensuring that only allowable costs are claimed for Federal Title IV-E AFDC reimbursement. Allowable costs are defined as food, clothing, shelter, daily supervision, school supplies, a child’s personal incidentals and liability insurance with respect to the placed child, reasonable travel to the child’s home for visitation and reasonable travel to the child’s school of origin. For GHs placements allowable cost also include reasonable administration.

Wraparound Services Program
Wraparound rates are no longer paid at the rates set below. Effective July 1, 2012, there is no longer a requirement to subtract the cost of placement for children or youths in FC. Wraparound services are paid at a flat rate of $3500 each month for children or youths in FC, CalWORKs and JPD.
The flat rate for AAP children or youths receiving Wraparound services is $3500 effective July 1, 2013.
Effective 7/1/2013, the rates for Wraparound are the maximum state standards based on the RCL levels.
Effective 7/1/17, Wraparound rates are no longer distinguished by RCL. While SCC will pay a maximum of $3500 each month for Wraparound, the fiscal department may claim the rates listed below.

Continuum Care Reform Assembly Bill (AB) 403 created a new licensing category referred to as a STRTP which will eventually replace the group home (GH) RCL. STRTPs are licensed residential facilities that provide short-term, specialized and intensive treatment. For GHs that do convert to STRTP by 1/1/17, the STRTP flat rate is $12,036 per month.
Any GHs that cannot readily convert to a STRTP may be granted an extension to continue to receive their existing RCL rate. All current GHs in Santa Clara County have received a one-year extension to continue receiving the RCL rate. The rates remain as follows:

Wraparound Services Program
Wraparound rates are no longer paid at the rates set below. Effective July 1, 2012, there is no longer a requirement to subtract the cost of placement for children or youths in FC. Wraparound services are paid at a flat rate of $3500 each month for children or youths in FC, CalWORKs and JPD.
The flat rate for AAP children or youths receiving Wraparound services is $3500 effective July 1, 2013.
Effective 7/1/2013, the rates for Wraparound are the maximum state standards based on the RCL levels. While SCC will pay a maximum of $3500 each month for Wraparound, the fiscal department may claim the maximum rates listed below:
