Foster Care Rates

Effective July 1, 2025, All County Letters (ACLs) 25-45 and 25-49 authorize the California Necessities Index (CNI) increase of 3.42% for Foster Care, Kin-GAP, and AAP placements.
The home-based foster care (HBFC) rates below are effective July 1, 2025, for Fiscal Year (FY) 2025-2026.

Non-Minor Dependents (NMDs) Residing in a SILP

Effective July 1, 2025, the 3.42% CNI increase applies to the LOC Basic rate ($1,301) for all NMDs residing in a Supervised Individual Living Placement (SILP). Special Care Increments (SCIs) cannot be paid to NMDs residing in a SILP. Parenting NMDs can receive the infant supplement ($900) when residing in a SILP.

Adoption Assistance Rates

AAP cases also receive the 3.42% increase. The information below pertains to the different rate tiers.
Initial AAP agreements signed on or after October 1, 1992 through December 31, 2007 and adoption was finalized before May 27, 2011, will follow 2007 FFH rate structure.
Initial AAP agreements signed on or after January 1, 2008 through May 27, 2011 and the adoption finalized on or before May 27, 2011 will follow the 2008 FFH rate structure.
Initial AAP agreements signed and the adoption finalized on or after May 27, 2011 through December 31, 2016 will follow the statewide rate structure.
Important: Effective 4/1/21, initial AAP agreements signed on or after January 1, 2017 that have been renegotiated and an amended agreement signed on or after April 1, 2021 should be reassessed using the AAP LOC protocol. There should be a reassessment of the LOC rate using the AAP LOC protocol for initial AAP agreements signed on or after April 1, 2021.

Foster Family Agencies (FFAs)

The 3.42% CNI increase is applied to all FFA age-based placements that occurred prior to November 30, 2017. These cases will remain on the age-based rate until those children/youth exit foster care or a triggering event occurs.

Transitional Housing Placement Program (THPP)

AB 766 Placement Option for Minors between 16-18

Via ACL 18-135, the state announced that Assembly Bill (AB) 766 created a new non-federal placement option for dependent minors (aged 16-18) who are enrolled in a post-secondary education institution and residing in a dormitory or other designated post-secondary educational institution housing.

The rate is equal to an NMD residing in a SLIP. Effective July 1, 2025, this rate is $1,301.

Transitional Housing Placement (THP) - Non-Minor Dependent (NMD)

The 3.42% increase applies to THP-NMD rates for Fiscal Year 2025-2026.

ACL 20-121 announces the passing of Assembly Bill (AB) 79, which establishes a Housing Supplement for THP-NMD placements based on the annual housing costs of the county of residence and whether the youth is parenting (custodial) or not parenting (non-custodial).

Only Wraparound Services payments for the Adoption Assistance Program (AAP) are issued by Eligibility Workers (EWs). Workers will issue the rate listed on the Payment Instructions AAP form (AAP 2).  

 

2025 California Department of Developmental Services - Community Care Facility (CCF) Rates

Effective January 1, 2025, CCF Rate Models were updated by the California Department of Developmental Services (CDDS). In addition to rate changes, the previous rate levels (column A) were changed to new levels (column B). Rates continue to vary between regional centers across California. AB 766 Placement Option for Minors between 16-18

Via ACL 18-135, the state announced that Assembly Bill (AB) 766 created a new non-federal placement option for dependent minors (aged 16-18) who are enrolled in a post-secondary education institution and residing in a dormitory or other designated post-secondary educational institution housing.

The rate is equal to a NMD residing in a SLIP. Effective July 1, 2024 this rate is $1,258.

Transitional Housing Placement (THP) - Non-Minor Dependent (NMD)

The 6.85% increase applies to THP-NMD rates for Fiscal Year 2024-2025.

ACL 20-121 announces the passing of Assembly Bill (AB) 79 which establishes a Housing Supplement for THP-NMD placements based on the annual housing costs of the county of residence and if the youth is parenting (custodial) or not parenting (non-custodial).

Wraparound Services Program

Wraparound Services payments are no longer issued by Eligibility Workers. The information below is for historical purposes. Effective July 1, 2012, there is no longer a requirement to subtract the cost of placement for children or youths in FC. Wraparound services are paid at a flat rate of $3500 each month for children or youths in FC, CalWORKs and JPD.
