Background
Documented non-citizens who have not been issued an Employment Authorization Document are not eligible to receive a Social Security Number (SSN). The Social Security Administration (SSA) will deny the SSN request.
Changes
SSA has a policy to issue non-work SSNs. Staff must assist the applicant in obtaining a non-work SSN. The Non-Work Social Security Number Request Form (GEN 2101) must be completed for the applicant(s) with the wet signature of a designated authorized person.
The topic Informing Requirements and Verification in Common Place Handbook Chapter 1 has been revised with the new form number and additional authorized persons have been added to the table.
Forms
Previously staff was instructed to use the Non-Work SSN Letter (SCD 2611). The SCD 2611 is now obsolete and has been removed from the DEBS Forms Library. The new Non-Work Social Security Number Request Form (GEN 2101) is available in the DEBS Forms Library and in CalSAWS.
Documentation
Journal entries are required when referring an applicant to SSA for a non-work SSN.
