Background

The CalWORKs Welfare-to-Work Participant Handbook (SCD 2632) was developed by the California Department of Social Services (CDSS).  Its purpose is to assist all 58 County Health and Human Services Agencies (HHSAs) in complying with the requirement to provide WTW participants with written information about the WTW program.  The handbook is intended to give participants an easy-to-understand, high-level overview of the WTW program, while complementing the WTW Orientation.  

Changes

Effective immediately, the CalWORKs Participant Guidebook (SCD 2295) is obsolete and has been replaced with the SCD 2632, which is currently available in English and Spanish. While the SCD 2632 is being translated into Vietnamese, Vietnamese speakers are to be provided with the English version along with a Notice of Language Services (GEN 1365) form.  A notification email will be sent out once the Vietnamese version is available.

Additionally, Chapter 1 Scheduling Process - New CalWORKs ApplicantsScheduling Process - Clients for Group Orientation, and Chapter 2, Orientation and Appraisal - CWES Orientation Presentation of the CWES Handbook have been revised as follows:

  • References to the SCD 2295 have been replaced with the new SCD 2632.
  • Terminology has been updated to align with CalSAWS.
  • Grammatical errors have been corrected.
