Scheduling Process - Immediate and Continuous Child Care
Prior to Mandating Program Activities
A. The following applies to newly registered and returning CalWORKs applicants and recipients:
When there are newly registered and returning CalWORKs applicants and recipients on the DSR 67575 daily report, the Scheduling Clerical Staff:
- Follows the existing scheduling workflow and schedules clients within ten business days.
- Distributes newly registered applicants and returning recipients' cases to the Engagement Team the same day orientation (ORE) cases are assigned in CalSAWS.
B. Upon case assignment, the Engagement Associate Employment Counselor (AEC)/Employment Counselor (EC) will take the following steps:
Reviews for the following:
- If the client receives child care from an Alternative Payment Program (APP) or declines childcare:
- The CalWORKs Stage One Child Care Authorization Form (CCP 8) is not sent, and there is no need to approve child care in CalSAWS.
- Verifies that the parent has secured child care prior to mandating Welfare-to-Work (WTW) participation. Securing child care is defined as the child care packet received.
- Adds a Journal Entry to the CalSAWS Journal Detail page using Journal Type "WTW" and Short Description "Child Care."
- No further action is needed, follow existing orientation business process.
If eligible for Child Care, proceed with the following actions:
- Update the Child Care Program Block's Application Date field to match the CalWORKs begin date of aid.
- Send the client a CCP 8 with the following sections completed:
- Child Information
- Case Worker Name and Phone Number.
- Sends a copy of the CCP 8 to Imaging.
- Adds a Journal Entry to the CalSAWS Journal Detail page using Journal Type "WTW" and Short Description "Child Care."
- Sets an alert to follow up 15 days from the date the CCP 8 was mailed.
- The AEC/EC is to provide the client with the appropriate child care packet once they determine the type of child care provider (i.e., licensed, license-exempt, TrustLine) the client is requesting.
Note: If at any point the client requests to reschedule ORE, the AEC/EC is to follow the existing business process and provide ORE dates, times and locations. The appropriate child care packet will be mailed by the Engagement AEC/EC at any time during client interaction.
On the 15th day, the Engagement AEC/EC will refer to the table below and take the appropriate actions:

Note: If there is no Provider Identification Number, follow the existing child care business process. Documents case action by adding a Journal Entry in the Journal Detail page using Journal Type "WTW" and Short Description "Child Care." |

Client Shows to ORE within 15 days, |
Clears and delivers the case for Case Manager (CM) AEC/EC assignment. |

The client does not show up for ORE by the 15th day, |
Contacts the client to confirm whether child care has been secured. |

Child Care is not secured, and the client needs referrals for child care providers, |
The AEC/EC will utilize the DEBS Referral Application to send a Child Care Resource Referral to the Santa Clara County Office of Education. |

Child care is secured, |
The AEC/EC requests that the client provide a completed CCP 8 and child care packet. |

The client misplaces the CCP 8, |
The AEC/EC prints a copy from Imaging and resends it with the original 30-day due date. The AEC/EC also reschedules ORE after the 30th day from the date the CCP 8 was mailed. |
When the client attends the ORE appointment, the Engagement AEC/EC:
- Clears and delivers the case for CM AEC/EC assignment.
When the client does not attend the ORE appointment, the Engagement AEC/EC will follow the existing noncompliance business process and initiate noncompliance.

Approves child care regardless of the client’s attendance, following approval procedure in Step #4. |
C. When there is no client contact by the end of the noncompliance timeline, the Engagement Supervisor/Lead:
- Implements the WTW Sanction.
D. When a sanction is implemented, the Engagement AEC/EC:
- Moves the WTW case to closed files once the Social Services Benefits Specialist (SSBS) authorizes the WTW sanction.
