Incentive Payments

To support CWES families to engage and remain connected with achieving their WTW Plan goals, a variety of one-time incentive payments that are available to eligible participants. Prior to issuing any of the incentive payments below, the AEC/EC must review CalSAWS Issuance History page to ensure that the one-time payment has not been issued to client. When searching for issuance, use date range beginning with November 1, 2020. AEC/EC will follow and refer to WTW Supportive Service Mapping for payment issuance guidance. 

Journal Entries will be made using Category: Employment Services, Type: WTW with the Specified Short Description for the Incentive Payment. 

New Job Placements

When client submits employment verification for subsidized or unsubsidized employment with a work schedule of at least 20 hours per week, the assigned AEC/C will issue $1,000 supportive service payment using Ancillary description, “New Job Placement 2023” in the Need Detail page. 

  • Complete and issue Ancillary Approval Notice of Action (NA) 823.
  • In the Short Description field, enter “New Job Placement 2023” for the Journal Entry
  • The $1,000 payment is one-time only for new job placements, and is in addition to the payment as referenced in CWES HB Employment & Retention Services
  • Clients who received the one-time payment during FY 21-22 and FY 20-21, are not eligible for the “New Job Placement 2023” payment.

Digital Equipment

Discuss digital equipment needs with client to support clients success in approved activities. Incentive payments can be issued at any point during their participation. 

  • If there is a need, issue ancillary payment, using Ancillary Description, "Digital Equipment 2023” in the Need Detail page. 
  • In the Short Description field, enter “Digital Equipment 2023” for the Journal Entry.
  • Inform client that purchase receipt is required.
  • Issue Ancillary Approval Notice of Action (NA) 823. In the free-form section of the NA 823, remind client that receipt is required within 10 calendar days.
  • There is a maximum $1,000 for digital equipment per client. In a 2- parent case, the payment is issued to each participant.
  • Payments are made one-time, but an additional payment may be issued with supervisor approval on a case-by-case basis.

Internet Initial Set-Up

Discuss initial Internet set up needs with client to support clients success in approved activities. Incentive payments can be issued at any point during their participation.

  • If there is a need, issue supportive service payment using Ancillary Description, “Internet Set Up 2023” in the Need Detail page. 
  • In the Short Description field, enter “Internet Set Up 2023” for the Journal Entry
  • Inform client that receipt is required.
  • Complete and issue Ancillary Approval NA 823. In the free-form section of the NA, remind client that receipt is required within 10 calendar days.
  • There is a maximum $100 for Internet set-up per Assistance Unit.
  • Payments are made one-time, but an additional payment may be issued with supervisor approval on a case-by-case basis.

Monthly Internet Service Fee

Discuss monthly internet service fee need with client to support clients success in approved activities. Incentive payments can be issued at any point during their participation.

  • If there is a need, issue supportive service payment using Ancillary Description, "Monthly Internet Fee 2023” in the Need Detail page. 
  • In the Short Description field, enter “Monthly Internet Fee 2023” for the Journal Entry
  • Inform client that receipt is required.
  • Complete and issue Ancillary Approval NA 823. In the free-form section of the NA, remind client that receipt is required within 10 calendar days.
  • There is a maximum $50 for Monthly Internet Service Fee per Assistance Unit.

Graduation/Completion Incentive

Participants who graduate with a college degree and/or from a certification program and submits proof of completion are eligible to receive a one-time $500 incentive payment.  AEC/EC will use the "Approved Education and Training Matrix" as guidance to determine eligibility of approved certification program.  Incentive payments can be issued at any point during their participation.

  • If participant is eligible, issue ancillary-education payment using CalSAWS Type, "Other" and  Ancillary Description, "Graduation/Completion” in the Need Detail page. 
  • In the Short Description field, enter “Graduation/Completion” for the Journal Entry
  • Issue Ancillary Approval Notice of Action (NA) 823.

Perfect Attendance

Participants enrolled in a community college, adult education program, public or private college or university, who submit their “Attendance Report” (SCD 1755) with perfect attendance with verification from the school provider, is eligible for a $100 payment. Students enrolled in online programs are eligible.

Monthly written verification such as a statement or email from the school liaison, representative, or instructor is required prior to issuing payment. Select CalSAWS Ancillary, “Perfect Attendance” payment description when making payments and issue NA 823. Payment is issued via EBT, or via warrant as an exception.

  • If participant is eligible, issue ancillary-education payment using CalSAWS Type, "Education Related" and Ancillary Description, "Perfect Attendance" in the Need Detail page.
